NTRA Introduces New “Digital Inclusion” Packages and Approves Price Adjustments for Certain Telecom Services

The National Telecom Regulatory Authority (NTRA) has directed telecommunications companies operating in the Egyptian market to launch new “Digital Inclusion” packages for fixed internet and mobile services.

This initiative aims to enhance digital access for all segments of society by providing more affordable entry-level options.

New Economic “Digital Inclusion” Packages

As part of its commitment to social consideration and digital expansion, the NTRA has introduced the following:

  • Fixed Internet: A new home internet package has been launched at EGP 150, offering a lower-cost alternative to the previous minimum package of EGP 210.

  • Mobile Services: A new mobile package is now available for EGP 5, significantly lower than the previous minimum of EGP 13.

  • Free Educational Access: All government and educational websites will remain accessible for free on both fixed and mobile networks, even after the user’s data bundle is exhausted.

Price Adjustments and Fixed Rates

The NTRA has approved a price adjustment for certain service packages, with increases ranging from 9% to 15% (including taxes). However, to protect consumers, the Authority has mandated that prices remain unchanged for the following services:

  1. Voice call rates for both fixed and mobile lines.

  2. Prepaid recharge card prices across all denominations.

  3. E-wallet service fees and transaction costs.

Strategic Rationale: Sustainability and Growing Demand

The NTRA explained that these adjustments are necessary to ensure the sustainability of telecom services and maintain quality standards across the Republic. Key factors driving this decision include:

  • Surge in Consumption: Fixed internet usage has grown by 36% within a single year, placing immense pressure on existing infrastructure.

  • Operational Costs: Rising exchange rates, increased electricity costs for commercial activities, and higher fuel prices (specifically solar fuel used for mobile towers) have directly impacted service costs.

  • Investment Requirements: The high cost of network expansion, global supply chain disruptions, and the rising prices of electronic chips required for telecom equipment have increased the capital expenditure needed for upgrades.

Commitment to Quality and Consumer Rights

By aligning prices with actual service costs, the NTRA aims to empower companies to increase investments in network modernization and operational efficiency. The Authority reaffirmed its commitment to strictly monitor service quality levels and take all necessary regulatory measures to protect user rights and support Egypt’s digital transformation goals.
